New US Entry Requirement

Ebola Travel Declaration for International Travellers

Travelling to the United States? A new temporary health declaration is now required for international air travellers.

The United States has introduced a new Ebola-related travel declaration for people travelling to the US by air.

From 3 November 2026 at 11:59pm Eastern Standard Time, all passengers boarding an international flight to the United States must complete and sign an attestation confirming that they have not been in the Democratic Republic of the Congo (DRC) during the 21 days before boarding their flight. The requirement also applies to travellers connecting through the United States.

The requirement is a temporary public health measure introduced by the US Centers for Disease Control and Prevention (CDC).

What do travellers need to do?

Before boarding a flight to the United States, travellers will need to complete the CDC Ebola Passenger Disclosure and Attestation Form.

The form can be completed in digital or paper format, and travellers must be able to present the completed declaration when required. Airlines are responsible for collecting and retaining the forms.

The declaration confirms that the traveller has not been present in the DRC during the previous 21 days.

Each traveller requires their own attestation. A parent or authorised representative can complete the form on behalf of a child or another traveller where permitted.

Who does this affect?

The new declaration applies broadly to international air travellers to the United States, including US citizens and permanent residents.

If you have not travelled to the Democratic Republic of the Congo within the previous 21 days, the new requirement is essentially an additional declaration to complete before boarding.

Travellers who have recently been in the DRC are subject to separate restrictions and may not be permitted to board a US-bound flight until 21 days have passed since leaving the DRC.

There are also separate temporary measures relating to travellers who have recently been in South Sudan or Uganda, depending on their nationality and travel history.

When does the requirement apply?

The new attestation requirement takes effect:

From: 3 November 2026 at 11:59pm EST

The current order is scheduled to remain in effect until 18 December 2026, unless it is amended, extended or rescinded earlier.

Because travel requirements can change, we recommend checking the latest requirements before every international journey.
